2009 Board of Directors

Richard Bowker, MSACP President

Richard Bowker is the Manager of Information Services at Memphis Light, Gas and Water. He graduated in 1976 from the University of Memphis with a Bachelor of Science degree in Electronic Engineering Technology. He is well respected in the Memphis Information Technology community, having over thirty years of extensive experience in most aspects of Information Technology.

Presently, Richard is the Operations Section Chief for the MLGW Corporate Crisis Management Team and serves as an executive or advisory board member for; the Community and Regional Resilience Initiative's (CARRI) Memphis Urban Area (MUA) team, MemphisFIRST, and the Mid-America Earthquake Center MAEViz application development team. He also chaired the operation assessment of the 2003 Summer Storm (Hurricane Elvis) and maintains a close relationship with the Center for Earthquake Research and Information (CERI) at the University of Memphis.

Prior to coming to MLGW, Richard held the positions of; Director of Operations and Client Services at dotLogix, Program Manager for the United States Postal Service (USPS) Address Matching and FASTforward systems, Chief Information Officer (CIO) at the Naval Hospital in Millington, Program Manager of Submarine Warfare Training with Chief of Naval Technical Training and Engineer-In-Charge and District Specialist with Honeywell Inc.

Richard is founding MSACP member and CERT (Citizen Emergency Response Training) graduate and holds Incident Command System (ICS) certifications ICS-100, ICS-200, ICS-300, ICS-400 and National Incident Management System (NIMS) certifications IS-00700 and IS-00800.


Ron Smith, MSACP Vice President and Public Relations Director

Ron Smith is a Senior Process Analyst for the Business Continuity / Disaster Recovery group at FedEx. Prior to this, he has been a project manager in both the medical and manufacturing industries working for companies such as Medtronic, Carrier, International Paper, and McKesson, as well as working as a trainer. He is also a veteran of the United States Marine Corps.

Ron is a Founding Board Member of the MSACP and has held the position of Public Relations Director since the groups inception. He is the recipient of the MSACP 2008 MVP award, as well as the recipient of the MSACP 2005 MVP.

Ron attended the University of Memphis, and obtained his ABCP certification in 2005.

Rachel Wade, MSACP Treasurer

Rachel T. Wade is a Business Continuity Relationship Manager in the Business Continuity Planning Program Office of First Horizon National Corporation. She has been in the financial services industry for 16 years. Her experience includes Wealth Management, Trust Services, Audit and Business Continuity. Mrs. Wade is a Certified Securities Operations Professional (CSOP).

Rachel responsibilities include overall plan design, development and implementation of business continuity strategies, including business impact analyses and execution of plan exercises. She is actively involved in the development and implementation of the crisis management program for First Horizon including the corporate pandemic guidelines and training program.

Rachel actively participates in local authority planning and information sharing with the Memphis / Shelby County Emergency Management Agency, Local Emergency Planning Committee and the Southeast Business Recovery Exchange. 


Debra Luna, MSACP Programs Director

Debra Luna is currently employed with COMSYS IT as a Business Continuity Analyst for Bank of America.  She has worked for as a Contractor for Bank of America since February 2008.  Previously, Debra worked at First Horizon National Corporation/First Tennessee Bank and was selected as Team Leader for the Business Continuity Planning Relationship Managers. Debra obtained the Certified Business Continuity Professional certification (CBCP) in 2005 and has been actively working in the Business Continuity field since 2000. She is also a certified Leadership facilitator. Prior to working at First Tennessee she was employed at Discover Card, American Express and Time Warner Communications.  Debra attended the University of Memphis, Northwest College and American River College.

Debra initiated and organized the formation of the Mid-South Association of Contingency Planners organization in 2004 and is a Founding Board Member of the MSACP. Debra is also an active Board Member for the Juvenile Diabetes Research Foundation in Memphis, TN.

Nick Gant, MSACP Membership Director

Nick Gant is President of GantSystems, LLC; a Memphis based provider of Business Continuity, Disaster Recovery and Information Systems services. He manages the day to day operations of the company as well as developing tailored solutions matching the business needs of his clients. Pragmatic approaches to problem solving with a focus on the end result and customer service are his specialties.

Nick began a career in Information Systems in 1993. He received his first industry certifications, Microsoft and Novell, in 1996. Business Continuity has been his professional focus since 2005. As a lifelong Tennessean he is dedicated to the continued growth and viability of the region.

Nick is the recipient of the MSACP 2007 MVP award.


Chris Dozier, MSACP Information Director

Chris Dozier is the Senior Director of Infrastructure and Support at ALSAC/St. Jude. A native of Arkansas, he graduated in 1995 from the University of Arkansas at Little Rock with a Bachelor of Science degree in Computer Science. He has over seventeen years of progressive experience in Information Technology and holds several industry certifications, including ABCP, MCSE, and MCDBA.

Prior to coming to ALSAC/St. Jude, Chris was a Business Continuity Coordinator for First Horizon. He has also held a Systems Engineer position at First Tennessee Bank and Subject Matter Expert position at Comdisco’s Hilton account while in the Mid-South. He was a seven year employee of Arkansas State Government, with the majority of that time spent focusing on large scale integration of technology while working at the Arkansas Department of Information Systems.

Chris is a Founding Board Member of the MSACP as well as the recipient of the MSACP 2006 MVP award.

Robert Palmisano, MSACP Past President

Robert Paul Palmisano has more than 26 years experience as a Consultant, Network Systems Engineer and Field Service/Customer Engineer with an emphasis in business continuity, disaster recovery planning and information technology. He consults with business continuity and disaster recovery clients throughout the southeast, performing assessment, audits and analysis for BCDR plans and programs, physical and IT security, facilities and infrastructure, providing recommendations for regulatory compliance and mitigation and implemented BC/DR recovery operations.

Robert is the Past President and a Founding Board Member of the MSACP as well as an active Board Member of InfraGard-Memphis. He has an established network with law enforcement, government agencies, the business community, and private organizations. He has held a top secret security clearance and worked with U.S. governmental agencies, Fortune 50 Companies, and the private sector. Additionally he has 6 years of industrial electronics, manufacturing, capacity planning and production flow experience.

Robert is married to Kathy for more than 25 years; they have two children Rachael and Stephen. He is a graduate of CERT (Citizen Emergency Response Training) Program with the MSCEMA and the FBI's Citizen Academy. He has over 2800 hours of continuing education resulting in more than fifty IT industry certifications.
